I would go one step further than just using measured data. Ideally, one should
do both simulation and measurments and make sure they agree. Measurements,
especially for v-t curves with sharp edges and package parameters, can be as
error prone as simulation. Somethings like corners and v-t curves are easier to
do with SPICE, but measurements ensure your numbers are realistic.

More over, after the IBIS model is made, one should connect a typical
transmission line load and verify with an IBIS simulator that the model gives
realistic numbers. If possible, this again should be compared with the SPICE
model and measurement.
