NEW AMATEUR RADIO BANDS IN NORWAY
---------------------------------
As of Nov 6, radio amateurs in Norway were granted privileges on three new
bands, as well as primary status on the extended 40m band and a frequency
extension on 12m. According to IARU Vice President Ole Garpestad,LA2RR,
LA amateurs received new secondary user privileges on 60m (5.260-5.410 MHz),
the 600m band (493-510 kHz) and in five blocks in the 4m band (70 MHz).
Amateur Radio operators in Norway will also enjoy upgraded privileges on
40m, moving from secondary to primary users between 7.100-7.200 MHz and
1000 W output. Privileges on 12m now range from 24.740-24.890 MHz.
Some of these regulations may result from the outermost position of Norway.
Secondary status means that primary users may not be disturbed under any
circumstances. If a primary user starts operation on a frequency used by a
radio amateur, the HAM has to cease its activities immediately.

70 MHZ ACCESS IN FINLAND
------------------------
With publication of a new amateur radio regulation on November 4, 2009,
two new sections of the 70 MHz band (70.00-70.175 MHz and 70.225-70.30 MHz)
were allocated to the amateur radio service in Finland on a secondary basis
with 25, 30 or 100 watts depending on licence class (basic and general).
However some restrictions apply for stations in certain municipalities and
those closer than 50 km to Norwegian and Russian borders. This regulation
includes Finland/OH, Aland Islands/OH0 and Market Reef/OJ0.
