440 Rolling Hills repeater), our 2-meter Alternate #1 simplex
frequency, 220 simplex, and the 440 PV-West repeater in that sequence.
All members of L.A. County DCS, Gardena DCS, HBARA, NART, PVAN, RBARA,
and TARA are encouraged to check in. We will also send an NBEMS message
on the 440 PV-West repeater following the voice net there.

2013. Our weekly nets resume on Monday, January 13, 2014. We want all
members to have an opportunity each year for helping operate at least
one of our Monday night nets from the Lomita Sheriff's station. Please
advise me if there are any dates in 2014 that work well for you.
Programming all memory channels in the Lomita station's new DCS radios
will be completed this Monday night but be advised there is no
County-owned radio in our room covering the 440 MHz amateur band at
this time.

Be advised there have been some changes recently inside the
Lomita Station's DCS room. The narcotics office moved out and the
Explorers program moved in, the office desk has been replaced with
workstations along the wall opposite from our radios, and the small
back rooms re-configured for other purposes. Additionally, new
County-owned VHF radios for DCS were finally installed last week in our
room although no 440 MHz-capable radio was provided at this time.
Deane, T-02, is working on programming the new Icom 2-meter and Alinco
220 radios.

re-scheduled to Saturday, November 23. "California Highway Patrol
Traffic Control" will still be taught by Sheriff's Sgt. Burton Brink
but the second class will now be "Advanced DCS Basic Training" which
refreshes the principles taught in the new member training. "The Care
and Feeding of Your Generator" class will not be presented. Members not
attending our District meeting at the Lomita station on Saturday are
encouraged to attend the EOB training.

Last Thursday's 2013 Great California ShakeOut Drill marked the
first time for using NBEMS messages between the Lomita Sheriff's
Station and emergency operations centers at the Torrance PD, Redondo
Beach PD, and Providence Little Company of Mary Medical
Center--Torrance. The Rancho Palos Verdes Emergency Communications
Center will be operational very soon with NBEMS as well. We also thank
everyone who checked in during the Great ShakeOut. DCS members

District 17 DCS is participating in the 2013 Great California
ShakeOut drill beginning at 1017 hours on Thursday, October 17. We are
still waiting for an Activity Number from Staff 11 after submitting our
notification early last week. All District 17 members should attempt to
check in to the Lomita station's DCS room on either our Alternate #1
simplex frequency, the 440 PV-West repeater, or the 440 Rolling Hills
repeater from wherever you are that morning. Please take your HT radio
to work, if possible. We also plan the inaugural use of NBEMS message
traffic with several of our cities and the Providence Little Company of
Mary Hospitals. Additionally, the Palos Verdes schools are conducting
their annual disaster drills that morning with radio traffic using 220
MHz amateur radios. Please advise if you are able to help in our radio
room at the Lomita station from 1015 to 1215 hours.

There is no DCS District 17 net this week, the first Monday of
the month. The W6TRW 2-meter repeater was not ready in time for last
week's District net due to testing work by its trustee. We expect
W6TRW's repeater work to be finished before our next District net on
Monday, October 14, and the 440-Rolling Hills repeater cross-link will
be operational again.

Thanks go to the District members who staffed our outdoor and
indoor displays at the Lomita Sheriff's station Open House yesterday,
as well as bringing a substantial amount of equipment there. It was a
long and very warm day, but a nice event with great attendance. Manning
our displays and speaking with Open House visitors were: Bob, T-22;
Cynthia, T-220; Deane, T-02; Jerry, T-03; Jim, T-14; Norm, T-219; and
Vickie, T-218, plus myself. A unique aspect to our displays was
regularly sending NBEMS traffic between our indoor and outdoor sites
using two notebook computers which Norm, T-219, brought. Additionally,
Jerry, T-03, demonstrated HF from our radio room and worked stations in
Australia; Canada's Northern Territories near the Arctic Circle;
Ontario, Canada; and stateside amateurs in such places as Vermont,

The City of Rancho Palos Verdes EOC Activation and Disaster
Drill last Thursday went very well, utilizing two separate shifts of
city employees. Also attending were the city's Mayor, several City
Council members, the City Manager, the current and previous Area G
Disaster Management Area Coordinators, as well as personnel from the
Lomita Sheriff's station and L.A. County Fire Department. Thanks go to
our members who participated with radio communication: Bob, T-165;

We also demonstrated NBEMS at the end of the drill's second shift.

This Thursday evening from 1930-2100 hours is our District's
semi-annual member meeting in the Lomita Sheriff's station Assembly
Room. Among other things, we will give out laminated cards with useful

will also review some operating procedures and upcoming events
including this Saturday's Sheriff's station Open House. Note the start
time is 30 minutes later than previous District meetings for allowing
more members to have dinner beforehand. The Lomita station's rear
parking lot gate will be kept open from 1900 to 1930 hours. If you come
after 1930 hours please park in the front lot and get buzzed through
the station's secured-area door. New members without DCS uniforms
should wear business casual attire with their temporary ID. Everyone

You can easily learn "hands-only" cardiopulmonary
resuscitation
(CPR) free of charge in just ten minutes at one of many sites in Los
Angeles County this Tuesday, June 4, during "Sidewalk CPR Day." In our
area, L.A. County firefighters will quickly teach you "hands-only" CPR
at these locations anytime between Noon and 2:00 pm (no appointment
necessary, just show up): In Rolling Hills Estates at the Promenade of
the Peninsula, 550 Deep Valley Drive; in Hawthorne at Costco, 14501
Hindry Ave.; and in Carson at the South Bay Pavilion Mall, 20700 Avalon
Blvd. Additionally, L.A. County Fire will teach "Sidewalk CPR" in
Marina del Rey at Waterside Shopping Center, 4766 Admiralty Way, from
4:00 pm to 7:00 pm. Torrance Memorial Medical Center will teach
Sidewalk CPR outside the hospital's three cafeteria areas from 9:00 am
to noon. Finally, Manhattan Beach FD will briefly demonstrate
"hands-only CPR" at four rotating locations in that city at specific
times. "Hands-only" CPR focuses on maintaining victim blood flow during
the critical first few minutes after cardiac arrest before paramedics
arrive.

Software
(NBEMS) technical session is this Saturday, June 1, from 1000-1200
hours in the Lomita Sheriff's station Assembly Room. The station's rear
parking lot gate and rear door will be open from 0930 to 1000 hours. At
Saturday's session we guarantee to get your computer working with the
free NBEMS software components that produce exact copies of disaster
message forms using any radio without additional equipment. Please let
me know if you will be attending the June 1 NBEMS session if you
haven't already. All members are welcome, even if not installing NBEMS
on their personal computer. Older notebook computers without a built-in
microphone (generally, pre-2005 models) require a computer mike to plug
into the PC's microphone jack. We will have several external computer
microphones available for borrowing at the session if needed. Please

CalEMA enabling radio operator participants to be eligible for DSW

list to San Bernardino County. Coverage is from Thursday, April 11,
2013 at 1200 hours to Monday, April 15, 2013 at 1200 hours. Attached is
the spreadsheet to be completed if you are participating in Baker to
Vegas. Three examples are shown to facilitate filling out your
information:

2. Member not working for a relay team but at a stage or some other

Our DCS District successfully participated in the County
Emergency Operations Center functional drill last Thursday morning by
sending NBEMS digital messages to and from the EOB and the Malibu/Lost
Hills station's DCS room using 2-meters simplex. All our systems at the
Lomita station worked perfectly. In our area city governments of El
Segundo, Redondo Beach, Rancho Palos Verdes, Lomita, and Torrance
transmitted situation reports and resource requests to the County EOC
using the web-based OARRS (Operational Area Response and Recovery)
system . Thanks go to Norm, T-820; Bob, T-22; and Larry, T-152, for
being at the Lomita station during this drill. Deane, T-02, operated
separately from his home in Torrance as a back-up.

The 2013 Los Angeles Marathon is on 17 March (St.
Patrick's
Day), now just two weeks away. Amateur radio volunteers each year
provide communication support for the mile water stations and medical
teams deployed along the route. T-01 and T-02 are already signed up to
operate at different locations and the L.A. Marathon amateur radio
group currently has 57 of the 70+ operators needed. If you are

station and are opening a second carpool to the annual meeting. Please

carpool might depart from a location in Torrance. Members, including

Thanks go to our District members who assisted with
Redondo
Beach's radio communication at Sunday's Redondo SuperBowl 10K/5K. T-02,
T-87, T-88, T-100, T-124, and I were there plus T-820 as an observer,
along with amateur operators from Redondo Beach. This interesting event
provided useful operating experience with communicating under very
noisy conditions and in a mutual aid setting.

We are pleased to announce Jerry Kendrick, NG6R and T-206,
of
Rolling Hills Estates has been named our District Operations Officer,
T-03. This position has been vacant since August 2009 and Jerry's
appointment will help us with operating our District and equipment.
Since rejoining DCS several years ago Jerry has also played a major
role in evaluating and repairing amateur equipment for the Palos Verdes
schools as well as our personal equipment. Jerry holds a Ph.D. in
aeronautical engineering in addition to B.S. and M.S. degrees in
electrical engineering and is a retired satellite program executive
with Hughes and Boeing.
