I have a WJ-6840-101F, 20-26.5GHz. It works with:

12 to 24V on HTR+, 0V on HTR-. Mine runs at about 39mA at 24V after warm-up

The Tune +/- needs a *current* drive, which for my device requires 600mA to 
more than 1000mA.  The coil is around 5 ohms.

The +-FM coil is made from very fine wire and I never use more than 10mA through
that coil.  I connect the PLL phase detector op-amp current driver to that coil
 to lock the frequency.

The +BIAS I usually run at +14V, but I think it should be +15V, it takes 220mA

I get around 14dBm output at 22GHz.
