MODULE I - INTRODUCTION TO HAM RADIO

  • HOW TO ORGANIZE AN AMATEUR RADIO CLUB

    In the Philippines, before an amateur radio organization, club, or society can legally operate, that amateur organization, club or society must be duly accredited with the National Telecommunications Commission or NTC, the government agency that regulates radio use and operation. A Memorandum of Agreement to this effect is executed between the NTC and the amateur radio club. The general requirements before an amateur club may be accredited with the NTC are: (a) the club must have at least 25 members who are all duly licensed radio amateurs; (b) the club must be duly registered with the Securities and Exchange Commission; and, (c) the club is affiliated with the Philippine Amateur Radio Association, Inc. or PARA, the national amateur radio organization.

    The first thing to do is to consult your local PARA Distict Director for detailed information and request for his assistance. You may also coordinate with a local club in your area that is accredited with the NTC. The next step is obvious: Invite or recruit members to form the club, preferably licensed radio amateurs. Those who are not yet licensed but who are interested to become one are required to attend an amateur radio seminar before they can take the examinations given by the NTC. Many clubs give seminars regularly. You may contact the Philippine Amateur Radio Association, Inc. or any accredited club in your area for assistance.

    Prepare your club's Articles of Incorporation and By-Laws. There are pro-forma documents that are available at the SEC for a minimal fee. It is not necessary that all members sign the Articles, especially if your club's membership is still below 25. Then, register your club with the SEC as a non-stock, non-profit corporation. In the meantime, try to meet the minimum number of required licensed radio amateur members.

    A Certificate of Registration is issued by the SEC after approval of your club's application for registration. If your club already has 25 licensed amateur radio members, then apply for affiliation with PARA through your local PARA District Director. An indorsement from the District Director is required before the PARA Board of Directors can favorably act on your club's application for affiliation.

    A Certificate of Affiliation is issued by the PARA after approval of your club's application for affiliation. Your club is now ready for accreditation with the NTC, the latter of which will issue the Certificate of Accreditation after approval of your club's application. Your club is now accredited with the NTC! The final phase, however, is for your club to operate an amateur radio fixed station that will be identified by a club radio call sign. The call sign is issued by the NTC.
