Early storm track forecasts had the track varying on the approach to the Hawaiian islands.

• Sun July 24 08:00 pm, Keeaumoku St fronting Wal-mart flooded with one foot of water.
• Sun July 24 08:00 pm, H1 Westbound near School Street onramp and Palama St offramp closes due to heavy ponding. Drainage on surface streets above overwhelmed due to sudden downpour, causing run-off to run down School Street on-ramp onto H1 Freeway causing flooding.
• Sun July 24, Dillingham Blvd in both direction closed due to runoff from overflow from Kalihi Stream due to debris clogging the stream at the Dillingham Blvd bridge.
• Mon July 25 05:30 am, H1 Westbound near School Street onramp cleared for traffic. Three out of four lanes open.
• Mon July 25 06:00 am, Nimitz Hwy near Sand Island Access Road eastbound, two lanes open due to road repairs.
• Mon July 25 06:30 am, Dillingham Blvd remained both closed.
• Mon July 25 06:30 am, 1,300 HECO customers affected in Moiliili.
• Mon July 25 06:30 am, Downtown Honolulu experienced sewer overflow overnight.
• Mon July 26 06:30 am, HFD responded to over 60 water evacuations, and more than 10 electrical hazards from downed electrical lines.

Amateur Radio

The amateur radio leadership of NWS SKYWARN and Hawaii (State) Emergency Management Agency RACES are coordinating a joint net on the state-wide VHF Repeater system for passing storm information to the National Weather Service Honolulu Forecast office at HIG Building, University of Hawaii at Manoa campus, with supplemental traffic for Hawaii EMA and DEM. The repeaters of DEM RACES (Oahu County) and Hawaii EMA were linked using ALL-STAR VOIP linking to create a eight node repeater cluster of both State-wide and around-the-island repeaters for Oahu for reporting and monitoring purposes.

NWS SKYWARN activation starts at Friday, July 22 10:00 pm.

• FLdigi mode MT63-1KL.
• Use form Storm Report and ensure the detail portion is filled out.

Encourage all amateur radio operators, whether SKYWARN or not, to call in reports of significant weather giving the following information:

• Callsign
• Name
• SKYWARN Number (if have one)
• Location
• Significant weather reports, specifically,
• heavy rain at a rate of an inch per hour or more lasting more than 15 minutes;
• any tornado, funnel cloud or waterspout,
• high winds strong enough to cause property damage;
• any reports of hail and size of the hail, for example, pea, quarter size;
• any time of flooding that is threatening or causing damage, flooding over roads, storm surge over roads, etc.;
• landslide, rock slides, mudslide blocking roads and damage to structures;
• electrical outages;
• any weather related death, injury, or significant damages.

Hawaii County

This is a Tropical Storm Darby update for Friday July 22nd at 9:00 PM.

The National Weather Service has issued a Tropical Storm Warning for Hawaii County. A high surf warning for east facing shores is also in effect.

As of 8 PM tonight, Tropical Storm Darby is located about 180 miles east-southeast of Hilo moving to the west at 12 miles per hour. Maximum sustained winds are 60 miles per hour with higher gusts.

The public is advised tropical storm force winds and heavy rains could start as early as midnight tonight for East Hawaii. Residents are urged to stay off roads if at all possible.

Hele-On Bus service will be suspended starting early Saturday morning until further notice.

Umauma Bridge on Highway 19 will be closed starting at midnight tonight with a detour through Old Mamalahoa Highway.

If possible and safe, shelter in place or with family and friends. Otherwise, the following pet-friendly emergency shelters are open: Waiakea High, Kalanianaole Elementary, Keaau High, Pahoa High, Honokaa High and Intermediate, Kealakehe High, Konawaena High and Ka’u High. Other shelters that are not able to accommodate pets are open at Hilo High, Laupahoehoe Community Charter School, Mountain View Elementary, Waikoloa Elementary, and Kohala High and Elementary. Bring your own bedding, food, water, medicines and any personal items you may need.
