RACES is administered by the county Emergency Management Agency, with guidance from the Maryland Emergency Management Agency (MEMA) and the Federal Emergency Management Agency (FEMA), as such it is a part of the Amateur Radio Service that provides  radio communications for civil-preparedness purposes only during periods of local, regional, or national civil emergencies. Washington County RACES is only activated by the authority of the local Civil Emergency Preparedness office.

Washington County Department of Emergency Services
Provides for the implementation of the Washington County Emergency response plan.   This office is under the direction of Mr. Kevin Lewis and managed by Verna Brown. 
Radios have been placed in the EOC and the Emergency Communications Unit.
 
American Red Cross
Services to the Red Cross will be provided by ARES in the event that RACES is not activated.  If RACES is activated the services will be provided by RACES at the direction of the Department of Emergency Services.
 
Salvation Army
Provides canteen service to respondents at the scene of the incident and as well as to local residents who are displaced but not yet evacuated.
 
Washington County Health Department
Provides guidance and assistance to various agencies upon request.
          A radio has been placed in the hospital's conference room across from the operator's station. 
 
Washington County Hospital
Services to the Hospital are being provided by ACES in the event that RACES is not activated.  If RACES is activated the services will be provided by RACES at the direction of the Department of Emergency Services.
The hospital provides emergency and extended health care, as appropriate.
There is a radio located in the conference room.
 
Hagerstown Regional Airport
Services to the Hagerstown Regional Airport are being provided by ACES in the event that RACES is not activated.  If RACES is activated the services will be provided by RACES at the direction of the Department of Emergency Services.
ACES is written into the Airport's emergency plan and is routinely involved in the drills that are held.
There is an antenna on the top of the building.  The coaxial cable is located in the Manager's office.

Department of Social Services

            ACES is working to develop a formal relationship with DSS.  DSS is the lead agency in preparing for a sheltering plan.

 
Washington County Sheriff's Department
  ACES roll with the Sheriff's Department has not been developed at this time.
 
Washington County Public Schools
ACES  roll with the School System has not been developed at this time.
 
Washington County Commuter Bus System
ACES  roll with the Bus System has not been developed at this time.
 
Hagerstown City Police Department
ACES  roll with the Police Department has not been developed at this time.
