The Los Angeles County Department of Health Services is planning its annual Medical Response & Surge Exercise for Thursday, November 21, testing communication between hospitals and the County Medical Alert Center in Santa Fe Springs which coordinates hospital bed availability. This year's exercise focus is the County's burn treatment surge plan. It's also an opportunity for hospitals to test back-up communication with their local jurisdictions and we plan to operate from the Lomita Station's DCS room during most of the exercise. Torrance Memorial Medical Center is one of L.A. County's three hospitals approved as burn centers by the California Dept. of Health Care Services (the other two being Grossman Burn Center in the SF Valley and L.A. County+USC Medical Center northeast of downtown LA).

Update regarding land movement and utility shutoffs on the Palos Verdes Peninsula: This afternoon natural gas service will be cut indefinitely to 34 homes in the gated city of Rolling Hills and on Wednesday afternoon SCE will shut off electric power to 51 homes there. These are due to land fissures developing at the top of Rancho Palos Verdes' landslide area. The City of Rolling Hills advises that L.A. County Fire Station 56 will not be affected by the electricity shutoff even though the station is sited at the cross-street where many of the 51 homes will be losing electric service.

Residents affected (involving <2% of the city's housing units) may go to nearby Ladera Linda Park daily from 1000-1900 hours to recharge cellphones, computers, and other devices if needed.

The Rancho Palos Verdes Planning Commission last Tuesday evening approved for City Council consideration the City's new municipal code sections for commercial and amateur radio. Although significant changes (and more difficult approval) are in store for commercial antennas the Planning Commission left unchanged the existing code for amateur radio. As a result, most amateur radio EmComm vertical antennas mounted to a home roof or chimney in RPV still won't require an antenna permit.

After a two-year moratorium on all new antenna permits the City of Rancho Palos Verdes last Thursday published proposed new municipal code chapters covering antennas and antenna structures. Unlike the current code which applied uniformly to all antennas the new code has a separate chapter for commercial wireless sites and another for amateur radio. These will be discussed and voted on at the city's Tuesday, April 23, Planning Commission meeting for later approval by the City Council. An initial reading of the new code chapters suggests there are no changes for amateur radio antennas beyond additional requirements enacted in October 2020, but major changes are looming for commercial antennas (such as a 10-year permit life and a requirement to be at least 200 feet from any residence). Tonight our District nets will mostly operate from the South Los Angeles Sheriff Station at 1930 hours using the 2-meter W6TRW repeater cross-linked with the 440 Rolling Hills repeater, our 2-meter TAC-3 simplex frequency, our 220 simplex frequency with an NBEMS message following the voice portion, the 440 PV-West repeater, and concluding with another NBEMS message on 2-meter TAC-3. All DCS members and members of the South Bay city-affiliated disaster amateur radio groups are especially encouraged to check in on 2m-simplex and 220-simplex for testing their signal paths into the South LA Station.

Communication is again using the Palos Verdes Estates NART group's W6PVE 440 repeater which offers excellent coverage of the entire 10K/5K route. We'll also be working with hams who are Redondo Beach Police Department Volunteers.
