A WIND ADVISORY IS ISSUED WHEN SUSTAINED WINDS ARE FORECAST TO BE 31 TO 39 MPH OR GUSTS WILL RANGE BETWEEN 46 AND 57 MPH. WINDS OF THESE MAGNITUDES MAY CAUSE MINOR PROPERTY DAMAGE WITHOUT EXTRA PRECAUTIONS. MOTORISTS IN HIGH PROFILE VEHICLES SHOULD USE CAUTION UNTIL THE WINDS SUBSIDE.

A HIGH WIND WATCH MEANS THAT THE POTENTIAL EXISTS FOR STRONG DAMAGING WINDS TO DEVELOP. THESE STRONG WINDS CAN CAUSE TREES AND POWER LINES TO FALL AS WELL AS CAUSING PROPERTY DAMAGE. IF A HIGH WIND WARNING IS ISSUED...IT IS ADVISED TO STAY INSIDE..AND AWAY FROM WINDOWS.

A WINTER WEATHER ADVISORY IS ISSUED WHEN A COMBINATION OF SNOW AND WIND ARE FORECAST TO DEVELOP IN THE AFFECTED AREAS, BUT ACCUMULATIONS ARE EXPECTED TO BE LIGHT. WHILE THE WEATHER WILL BE SIGNIFICANT, THE WORD ADVISORY IMPLIES THAT SEVERE WINTER WEATHER IS NOT ANTICIPATED. CONDITIONS WILL MAKE DRIVING AND WALKING DIFFICULT BUT NOT IMPOSSIBLE ON UNTREATED ROADWAYS AND SIDEWALKS.

A SNOW ADVISORY IS ISSUED WHEN LIGHT SNOW IS EXPECTED TO DEVELOP, BUT ONLY ENOUGH TO CAUSE INCONVENIENCES SUCH AS TRAVEL DELAYS. NO SEVERE WINTER WEATHER IS EXPECTED AT THIS TIME.

A WINTER STORM WATCH IS ISSUED WHEN SEVERE WINTER WEATHER IS POSSIBLE, BUT NOT IMMINENT. AT THE TIME, THERE IS A POTENTIAL FOR SIGNIFICANT SNOW AND/OR ICE ACCUMULATIONS. FUTURE DRIVING AND WALKING CONDITIONS MAY BECOME HAZARDOUS, SO IT IS IMPORTANT TO MONITOR THE LATEST FORECASTS. 

A WINTER STORM WARNING IS ISSUED WHEN SEVERE WINTER WEATHER IS EXPECTED TO OCCUR. HEAVY SNOW IS FORECAST TO ACCUMULATE IN THE AFFECTED AREAS CAUSING HAZARDOUS DRIVING CONDITIONS. THOSE WITH TRAVEL PLANS IN THE WARNING AREA ARE ADVISED TO CHOOSE AN ALTERNATE ROUTE...OR SHOULD USE EXTREME CAUTION IF TRAVEL IS UNAVOIDABLE.

MONITOR STAGE... INITIAL ACTION STAGE...ALONG UNLEVEED SECTIONS OF THE RIVER...OVERBANK FLOWS MAY COVER LOW-LYING LANDS AND LOCAL ROADS. ALONG FLOOD CONTROL PROJECT LEVEES...LEVEE PATROLS BECOME MANDATORY. AT A WEIR...THE POINT AT WHICH OVERFLOW BEGINS AT THE WEIR. 

FLOOD STAGE... ALONG UNLEVEED SECTIONS OF THE RIVER...OVERBANK FLOWS ARE OF SUFFICIENT MAGNITUDE TO CAUSE CONSIDERABLE INUNDATION OF LAND AND ROADS...OR SIGNIFICANT HAZARD TO LIFE AND PROPERTY. ALONG FLOOD CONTROL PROJECT LEVEES...THIS IS THE STAGE AT WHICH THE FLOW WITHIN THE LEVEE IS AT MAXIMUM DESIGN CAPACITY. 

A FLOOD WATCH MEANS THAT CONDITIONS ARE FAVORABLE FOR FLOODING IN AND AROUND THE WATCH AREA. PERSONS LIVING ALONG OR PLANNING ACTIVITIES NEAR RIVERS AND SMALL STREAMS IN THE WATCH AREA SHOULD CONTINUE TO MONITOR THE DEVELOPMENT OF THIS WEATHER SITUATION. BE PREPARED TO TAKE IMMEDIATE ACTION IF FLOODING IS OBSERVED OR A WARNING IS ISSUED.

DANGER STAGE... ALONG FLOOD CONTROL PROJECT LEVEES...FLOW IS GREATER THAN MAXIMUM DESIGN CAPACITY. THIS IS GENERALLY ONE FOOT ABOVE FLOOD STAGE.

Tornadoes, The Fujita Scale

The Fujita Scale was created by Theodore Fujita to classify the intensity of tornadoes and other damaging winds. These phenomena are rated by the damage they produce since it is difficult to measure the wind speeds directly. 
F-0=Light damage with winds up to 72 mph; 
F-1=Moderate damage 73 to 112 mph; 
F-2=Considerable damage 113 to 157 mph; 
F-3=Severe damage 158 to 206 mph; 
F-4=Devastating damage 207 to 260 mph; 
F-5=Incredible damage with winds above 261 mph.

WINTER STORMS
      WATCH - 1. Means a winter storm is approaching
              2. Issued as soon as forecaster has
                 reasonable confidence in forecast.
                 Normally included in 2nd or 3rd period
                 of State, Zone and Local forecasts
                 (15 to 36 hours in advance).

    WARNING - 1. Means severe winter weather is almost
                 certain to occur.
              2. Not issued as special release but
                 included in all State, Zone and Local
                 forecasts (3 to 15 hours in advance).
              3. Cancels watch.
              4. Covers one or more of the following
                 elements:
                  HEAVY SNOW
                  LIGHT SNOW (in area where snow is
                   relatively rare)
                  BLIZZARD
                  FREEZING RAIN
                  HEAVY SLEET
                  HIGH WINDS
                  DUST STORM (SANDSTORM)
                  FREEZE
                  FROST
                  TRAVELERS ADVISORY
SEVERE LOCAL STORMS

      WATCH - 1. Means conditions are such that one or
                 more occurrences are likely in the watch
                 area.
              2. Always issued as a special release but
                 included in later scheduled State, Zone
                 and Local forecasts.
              3. Remains valid until expiration time or
                 cancellation even though warnings issued
                 in the meantime.

    WARNING - 1. Means event has occurred, is occurring
                 or is imminent.
              2. Immediate action required.
              3. Always issued as a special release to
                 cover a short period (1 to 2 hours).
              4. Not included in regular forecasts.
              5. Covers one of the following elements:
                  TORNADO (Vortex with funnel cloud
                    touching ground)
                  SEVERE THUNDERSTORM (Thunderstorm
                    related surface wind of 57 mph or
                    greater, or hail at
                    surface 3/4 inch diameter or larger)
                  FLASH FLOOD (Not really classified as a
                    severe local storm but included here
                    because watch- warning process is the
                    same to public)
