Minutes of Council Meeting 2nd September 2003
Held at CWA House, Hay St., West Perth

The meeting commenced at 1940 with the President, Neil VK6NE in the chair
Present:
Neil VK6NE, Malcolm VK6LC, Roy VK6XV, Christine VK6ZLZ,
Trevor VK6HTW,
Neil VK6BDO, Dennis VK6KAD, Cliff VK6LZ, and
Bruce VK6OO, 2100).


Apologies: Eddie VK6ZSE, Tony VK6TS.
Visitor: Bob VK6TRA.

MINUTES:
The minutes of the August meeting, were read by Neil VK6NE.

Business arising:
1.1 (1.1 Insurance) VK6LZ Cliff reported that cheque had been delivered to
Broker.
1.2 (2.3 VK2 request for Member List denied) VK6NE Neil has contacted VK2
Division.
1.3 (6.4 Possible shortage of Exam Invigilators) Christine VK6ZLZ to
notify Federal Office of additional Volunteers.

1.4 (7.1 Missing Trophies) VK6LZ Cliff to list those in his custody.

1.2 (7.4 Call book order form) VK6KAD to progress.

CORRESPONDENCE IN:
2.1 From ACA -Licenses for VK6DLX and VK6BBS have been renewed (14.08.03
to 31.12.04).
2.2 From ACA -Discussion Paper Letter.
2.3 From ACA -Proposed Perth Information Meeting Date.

2.4 To VK6WT -Get well card.
2.5 Two Call Books
2.6 The Secretary also reported that the exam to be held in Halls Creek
did not eventuate as the candidate had moved on.

(3) Broadcast Officers Report -Dennis VK6KAD
3.1 The broadcast for Sunday 31.08.03 over ran by 10 minutes due to
important content.
3.2 CB UHF Repeater ch 7 at Pinjarra has again been relaying the WIA News
on Sunday Evenings (17 call backs).

(4) Membership Report -Christine VK6ZLZ
4.1 Applications for Membership -

We received a request for a transfer from VK3 to VK6,
VK6DXI Miroslaw (MIREK) Rozbicki

The above members were warmly welcomed.

(5) Education Report -Neil VK6BDO
5.1 Nothing New -Coming exams: 2 Morse, 2 Novice Theory, and 2 Regs.
5.2 VK6HTW Trevor reported that the NCRG held an exam on 23.08.03 and
results are awaited.

(6) Federal Report -Trevor VK6HTW/Neil VK6NE
6.1 Next Federal Convention is to be held in Brisbane during first week
in April.
6.2 Region Three Conference will be held in Taipai during February.
6.3 Trevor and Neil visited VK4 Divisional Councillor David VK4OF (in
Perth) and were guests of the VK4 Divisional Council Teleconference. (This
included members from P29 and H44)

(7) General Business
7.1 VK6LC Mal (Federal Awards Officer) has been on leave of absence for
two months due to holiday in Maldives and Family business.
He reported that the Federal Awards was open for business from next Monday.

He has also written an article for Amateur Radio Magazine detailing the
costs and problems of transporting a 100w HF station to the Maldives and
return which was equal to one air fare ($1100) -during his visit 8Q7LC
worked 2,500 stations in 122 DXCC countries.
Costs for hosting the Federal Awards Web site are still to be worked out.

7.2 Christine VK6ZLZ reported that creation of the Federal Awards Web
site was progressing, she had created several pages for the Federal Awards
site in a test situation on the Divisions site and was testing links. This
has resulted in a shortage of space (only 2% of 30 Megabytes left which was
also due to a long news on Sunday), she has requested a quote for more
space from IINET.
Council decided to ask for a quote for an additional 20 Megabytes in order
to host the Federal Awards.

7.3 Mal VK6LC queried if insurance cover was needed against possible
public liability of Divisional Officers. Cliff VK6LZ to discuss with
Insurance broker.

7.4 Dennis VK6KAD reported that the Peel Group were looking at the
possibility of running AR courses, as a result of feedback from the CB
relay of our broadcasts.

7.5 The negative result of Bob VK6TRA's mast application to Joondalup
(opposed by a Neighbour) was discussed in detail, but no solution was
forthcoming.

7.6 The ACA "Review of Amateur Service Regulation 2003" DISCUSSION PAPER,
(Available from the ACA Website or ACA Office) and the associated PERTH
PUBLIC MEETING on 29.09.03 were discussed in detail.
It was noted that Submissions WILL CLOSE on 31.10.03 which gave Amateurs
very little time to put in their submissions.
Council felt that there were many unpalatable proposals aired in the
Discussion Paper.
It was decided that the Divisional News Broadcast for Sunday 7th September
should carry more information.
It was hoped that this could be followed on Perth Repeater 146.750 by an
open forum hosted by the Repeater Group.

Another problem was that the ACA has requested numbers attending the Public
Meeting to be submitted by Monday 8th September, before they would confirm
the Perth Public Meeting.
To this end it was proposed to ask Amateurs expecting to attend the Public
Meeting to let Dennis know during the call back to the News Broadcast, or
Clive during the Repeater Group Net, so that numbers can be E-Mailed to ACA
by Monday next (the 8th September 2003).

The Federal President has asked for the views of members and to this end
VK6NE and VK6HTW will be forwarding the views of the Division.
