Minutes of Council Meeting 3rd February 2004  
Held at CWA House, Hay St., West Perth
Visitors are welcome

The meeting commenced at 1930 with the President, Neil VK6NE in the chair

The Division is governed by a Council consisting of President. Vice President, and seven Councillors, plus *two Ex-officio Councillors.

(1)    MINUTES:

The minutes of the January meeting, were read by the President
Business arising:

Due to the lack of a quorum at the January meeting the minutes were first ratified. VK6ZSE/VK6HTW

1..1(2.1)    The Donation of ARRL Handbook and Antenna Book have yet to reach the Education Officer.

1.2(2.2).    Membership Certificates are still to be printed. Action VL6ZLZ

(2a)  CORRESPONDENCE    IN    Secretary:- Roy VK6XV.

2.1    West Australian Repeater Group:
         Request for help with payment of 5 year ACA licenses for seven repeaters
         carrying
WIA news. -  See General Business below

2.2    ACA Licence for VK6WI.

2.3    Exam answer sheets from Federal - passed to official marker VK6NE

2.6    Multiple Call Books

         Proposed XV/HTW  carried

(3)    TREASURER'S REPORT - Bruce VK6OO
        The treasurer did not give a report.

(4)    BROADCAST OFFICERS REPORT -  Dennis VK6KAD
        Reported that there are no real problems at present. A minor problem arose
        last Sunday
concerning a dirty monitoring switch which has now been rectified.

(5)    MEMBERSHIP REPORT - Christine VK6ZLZ
        No New Members this month

(6)    EDUCATION REPORT - Neil VK6BDO

6.1.  Out of 21 expression of interest for the Novice course, only one has confirmed
        with
application, however others have voiced continuing interest.

6.2   Due to change of course venue from Whaleback to East Cannington expenses
        have decreased
and cost of rent to the WIA will now be $480 per annum.
        Motion:   That Rent of $480 be paid (VK6BDO/VK6ZSE)  carried.

6.3   The last exam was carried out last Saturday, however one question paper was
        corrupted with
certain answers circled. So that the paper could be used, all
        questions were circled and federal
office was notified.

(7)    WESTAC -Eddie VK6ZSE
7.1    Correspondence (Email) from VK7MO (Tasmanian Technical Officer)
         concerning possible
frequency conflict between the existing Perth repeater
         and the proposed VK7 (Hobart)
29 MHz repeater.
   
         Due to shortage of other usable frequencies, VK7 request permission (on a
         non interference
basis) to use the Perth frequency of 29.680 MHz unless we
         object.

         Action VK6ZSE to contact the VK6RHF manager (Tony VK6YAG)

(8)    FEDERAL REPORT - Trevor VK6HTW

8.1    Nothing to Report due to lack of Federal action over Holiday break

8.2    VK6NE commented that the ACA are proposing to issue Maritine Licenses
         again.


8.3    VK6LC pointed out that the Federal AGM is coming up shortly and that we
         need information
from Federal concerning any proposals that should be put
         before our members.


(9)    GENERAL BUSINESS

9.1    WARG Repeater Licenses  Cliff VK6LZ presented a letter from the West
         Australian Repeater Group Requesting help with the payment of 5 year
         ACA licenses for the seven
repeaters carrying WIA news.
         Motion:
         That council approve payment for seven 5 year licences at $215.60 each.
         VK6LC/VK6ZSE - carried

         (note VK6LZ and VK6BDO expressed conflict of interest and abstained.
         ACA have already confirmed that Repeaters and Beacons will continue to
         be licensed under Apparatus Licensing).


9.2.   Whiteman Park
         VK6NE and VK6HTW reported on the current situation and possible plans
         for the Northern
Corridor Radio Group to move to Whiteman Park due to
         the loss of facilities at Carine Tafe.


         It was thought that if a second hand classroom could be installed, then there
         was a possibility
that the accommodation could be shared with the VK6
         Division of the WIA.


         Much discussion ensued.

9.3    VK6WI / VK6WIA call signs and the use of.
         Neil VK6NE announced that he had found VK6WI had not been issued in the
         current call
book.  Council had been contacted and this callsign obtained for
         this Division.  
It was decided that VK6WIA would continue to be used as at
         present for the News Broadcast
and that VK6WI would be used for “events”.

9.4    Divisional Letter Head
         The call sign VK6WI should be included on the letterhead together with the
         fact that the
Patron was the Governor of WA (Actual wording to be agreed)
         Action Bruce VK6OO to follow up

9.5    National WIA
         Neil VK6NE reported on the meeting of  “a group of individuals” that he
         attended in Sydney.

         Key points were yet to be finalised before a report/proposal could be put to
         the upcoming
Federal Convention.
         One point was how many grades of membership there should be?

         (VK6 Council prefers one grade of membership) (note: This means that all
         members are equal).

         Note: Financial Grades = Full, Pensioner, Student, Family, Non AR etc..

9.6    VK6AGM - Nominations for Council 2004/2005
          It was decided to accept Email Nominations, the closing date being
          March 5th.

         Action: Christine VK6ZLZ to produce nomination form and circulate.
9.7    Mal VK6LC gave a computer driven presentation of his DX-Vacation to
         the Maldives
last year.
