Vice President, and seven Councillors, also in attendance *three Ex-officio Councillors. The adjourned meeting re-commenced at 1935 with the President, Neil VK6NE in the chair (1) MINUTES: 2.1 The Minutes of the 1st June part of the meeting were assumed to have been read and there being no business arising were accepted. (2a) CORRESPONDENCE IN 2.1 MEMBERSHIP - Kathi VK6HKR Membership Applications VK6MU Barry Ford 65 - 00 VK6HAM Anthony Mulrooney 71 - 00 VK6BQL Werner Fleitmann 71 - 00 Membership Renewal/Re-grade L60414 Rolf Nilsson 39 - 00 The Applications for Membership were approved VK6HKR/VK6BDO and the new members were warmly welcomed to the Division. 2.2 An application for appointment as an Official WIA Examination Invigilator (nominated by WARG) was received from John VK6UHF. This was discussed by Council and declined as it was felt that the number of Official Invigilators should be kept to the minimum sufficient to provide a service and that at present there were enough in the Perth Metro area. John was thanked for his interest and encouraged to apply again if numbers fell in the future. At 1945 hours the meeting went into Committee with Wally VK6KZ leading the resumed discussion on where VK6 Division stands in relation to the move to a National WIA, and what needs to be done by the Division. Main points follow including motions put to Council and main decisions made during those discussions. Business Matters arising from Discussion MOTION No. 1 Move that members, deemed financial as at the 30th June 2004, remain as financial members until VK6 Council decide otherwise. Proposed Trevor VK6HTW Seconded Christine VK6ZLZ Motion Carried Unanimously: FOR = 8 AGAINST = NIL ABSTAIN = NIL ABSENT = 1 Explanation for Motion No. 1 In the context of the new National WIA, and whilst discussing the various options concerning the future/or otherwise of the Western Australian Division, it was realised that for many members the renewal date is the 1st July, and that as it is necessary to arrange a mail out detailing the options (and proxy forms) and give 28 days notice of a Special General meeting, more time is needed. This motion was seen as a "safety net" since the Divisional Constitution section 41 states; 41. In the case of a member whose subscription is in arrears by 30 days the Secretary may notify him by registered letter to his last known address that unless he makes himself financial within 1 (one) month he shall cease to be a member of the Institute but shall remain legally liable for his subscription then due and failing payment by such member of his subscription on or before such last mentioned date, he shall cease to be a member MOTION No. 2 Move that the Personal Accident and Public Liability Insurance Premiums for 2004/2005 due in August be paid from Divisional funds. Proposed Trevor VK6HTW Seconded Neil VK6BDO Motion Carried Unanimously: FOR = 8 AGAINST = NIL ABSTAIN = NIL ABSENT = 1 Explanation for Motion 2 In the context of the new National WIA, and whilst discussing the various options concerning the future/or otherwise of the Western Australian Division, it was realised that Insurance cover essential to the operation of the affiliated clubs and the continuation of the Roleystone Mast agreement were about to fall due. Action: Cliff VK6LZ to discuss renewal quote and future options for Insurance with Insurance Broker Decision 1 It was decided not to renew the VK6RWA license (when it falls due) for the 10 Metre Beacon as it is now considered redundant due to the function being better performed by the International Beacon VK6RPH also located in Perth Decision 2 Wally VK6KZ is to update/redraft the WA section of the Implementation Agreement for discussion at the next meeting of Council in consultation (by E-mail) with Robyn VK6XRE. This is then to be E-Mailed to Councillors for study and comment prior to the continuation of the meeting, As far as the proposed letter to members was concerned, Wally invited comments by email and said that no comment would be taken as agreement with the wording! It was noted that there was a need to produce various option scenarios (intended for eventual circulation to members as part of the papers for the Special General Meeting). Wally left the meeting at 2200 THE DISCUSSION CONTINUED WITH THE FOLLOWING MATTERS BEING CONSIDERED MOTION No. 3 MOVE THAT: The Wireless Institute of Australia, Western Australian Division (Inc), whilst fully supporting the formation of the new National WIA. Recommends that the current membership joins the National WIA on renewal of their subscriptions. Proposed: Cliff Bastin VK6LZ Seconded: Neil Husk VK6BDO Motion Carried Unanimously: FOR = 8 AGAINST = NIL ABSTAIN = NIL ABSENT = 1 Proposer's Comments see below MOTION No. 4 MOVE THAT The Wireless Institute of Australia, Western Australian Division (Inc), whilst fully supporting the formation of the new National WIA. Recommends that the current membership on renewal of their subscriptions, also RETAIN their membership of the division. Proposed: Cliff Bastin VK6LZ Seconded: Neil Husk VK6BDO Motion Carried. FOR = 6 AGAINST = 2 ABSTAIN = NIL ABSENT = 1 Proposer's Comments for Motions 3 & 4: Whilst recognising that it is ESSENTIAL that Australian Amateurs are represented in negotiations with both National and International Government bodies by one National representative organisation, and that there are many functions best carried out at a National level, there are many issues best carried out at a local level which would be difficult for local clubs to take on. The Board of the National WIA is now responsible directly to the membership and with the removal of the Federal Council has gained the freedom to directly manage the organisation without interference from the divisions The Divisional 2004 AGM accepted the new National WIA Constitution, but unanimously rejected the proposed Collateral agreement. There are at present ongoing discussions between the other Divisions and the National body which would appear to seriously impact on the viability of the National body without the presence of state based divisions to continue locally based and funded services at least in the short term. By retaining the status quo of the Western Australian Division, local services and agreements such as the Roleystone Mast Agreement, Club cover for Personal Accident and Public Liability Insurances, provision of Amateur Radio Education and Examinations, News broadcasts etc are able to continue. This would achieve an assured fall back position whilst the National body gets accepted and established and the democratic election of half of the directors is carried out in two years time. Since the Current Assets of the Division are around $60,000, only a token divisional membership fee would be required which would replace the current Divisional component. Action Christine VK6ZLZ to arrange the booking of the meeting room ASAP. Note: The room has been booked for Tuesday 29th June at 2130 hours (to which the council has agreed) Action The Broadcast Officer is to include in the next News West Broadcast an explanation that in future any renewal notice sent to members from the National WIA will be ONLY for the National WIA. If members wish to retain their membership of the Division they will have to renew (or join) the Division separately by sending a nominal subscription (yet to be decided) to the Divisional PO Box (assuming that members decide at a special general meeting, that the Division is to continue in one form or another). A Special General Meeting (a quorum is 25) is to be held as soon as possible after a mail out to members, at which the future of the Division will be decided by 75% of eligible persons voting in person or by proxy. Meanwhile as a temporary measure Council has decreed That members, deemed financial as at the 30th June 2004, remain as financial members until VK6 Council decide otherwise. Council need more time to attend to the details of: • Who is going to be responsible for what? • How things are to be funded? • Disposal of assets? If considered necessary. • Future of Local News broadcast and Internet Web Site? • Which ACA licenses are to be transferred or surrendered? Council need more time to finalise agreements with: o The National WIA. o Local clubs. o Insurance Brokers. o Roleystone Mast site Owners. o Etc. Decision 3 Under the National WIA proposals, an Advisory Committee is to be formed in various areas according to population. Initially the National WIA has invited the Divisional Council to form the new Advisory Committee.
